This is the 'reversed' PLCC32 programming adapter used for the Dial-A-ROM boards and other products. Thia qwll allow you to program ROM banks to your liking using your EPROM programmer that is capable of programming the FLASH chip.

The video in the Downloads and Vidoe tab features the Dial-A-ROM and shows how the adapter is used.
